将被inactive的节点手动加入，并rebalance
gSQL-G1N1> alter system join database;
ERR-42000(16405): of the total ‘23’ tables in the database, ‘1’ tables need to be rebalanced
System altered.
gSQL-G1N1> alter database rebalance;
Database altered.
