A few weeks after publishing this article, I got a note from an Oracle employee pointing out that I had missed the critical purpose of the outline edit package, which was to support the Outline Editor in the (separately licensed) Performance Pack of Oracle Enterprise Manager. If you haven't experimented with this feature, then take a look at it. If you need to handle complex outlines and manipulate them to solve the problems of legacy SQL, then it is very nice. (Available on in 9.2, I believe).
