The content is an article published in Relate (the magazine of the UK Oracle User Group) in Feb 1999. It describes a method of using PL/SQL tables of records (so needs 7.3+) to record and find the difference between two snapshots of the v$system_event dynamic performance view. The article includes the code for a package and a strategy for use.

In the near future I will be uploading a couple of longer packages which (a) include further snapshots, and (b) give you the option for writing to file with utl_file rather dumping to screen with dbms_output.
