解决方法：
使用下面的命令在主库重新生成一次密码，并拷贝到主库其他节点和备库的所有节点，注意修改节点名称。
orapwd file=orapwtest password=oracle1 entries=10 force=y ignorecase=y

其他解决方法：
1、有ORA-16000错误的,根据官网提示使用下面的语句将隐藏参数disable此触发器即可以了
ALTER SYSTEM SET "_system_trig_enabled"=FALSE;

2、修改SEC_CASE_SENSITIVE_LOGON参数为“FALSE”，取消密码大小敏感检查
alter system set sec_case_sensitive_logon = FALSE;
