铁路装卸清算信息系统设计与实现

摘　要：为改进铁路装卸清算作业模式，提高装卸清算作业效率和准确性，基于铁路货运生产作业

与管控平台的装卸作业数据，设计了铁路装卸清算信息系统。详细阐述了其总体架构和作业流程，实现

了装卸工单/作业单管理、工作量统计分析、清算统计分析和装卸参数维护等功能，优化了装卸作业组织

模式。该系统已在中国铁路济南局集团有限公司、郑州局集团有限公司试运行，在提升装卸效率、保障

安全生产、提高装卸统计准确性和可追溯性等方面具有明显优势，成效显著，具有推广价值。

Abstract: In order to improve the settle account operation mode of railway loading and unloading, improve the

efficiency and accuracy of settle account operation of loading and unloading, this paper designed a settle account

informationsystemforrailwayloadingandunloadingbasedontheloadingandunloadingoperationdataoftherailway

freight production operation and control platform. The paper elaborated on its overall architecture and workflow,

implementedfunctionssuchasloadingandunloadingworksheet/operationsheetmanagement,workloadstatisticsand

analysis, settle account statistics and analysis, and loading and unloading parameter maintenance, optimized the

organizational mode of loading and unloading operations. The system has been put into trial operation in China

RailwayJinanGroupCo.Ltd.,andChinaRailwayZhengzhouGroupCo.Ltd.Ithasobviousadvantagesinimproving

loadingandunloadingefficiency,ensuringsafetyproduction,improvingloadingandunloadingstatisticalaccuracyand

traceability,andhassignificanteffectivenessandpromotionvalue.

长期以来，铁路装卸业务统计分析通常采用手

工填记、纸质传递、人工统计的作业模式。该作业

模式一般由装卸工手工填记装卸工单，货运员基于

手工填记的装卸工单来填记装卸作业单，装卸统计

人员根据装卸作业单和装卸车记录等数据手工统计

作业量，存在作业效率低、统计工作量大、数据准

确性低、审核与上报周期长、核算难度大等问题，

同时，还存在数据造假风险

，因此，亟需研究针对

铁路装卸清算业务的信息系统。

2023年，中国国家铁路集团有限公司（简称：

国铁集团）在全国铁路推广的铁路货运生产作业与

管控平台（简称：货运管控平台）通过对既有生产

作业系统的重构整合

，打通了货运各项生产作业间

的数据壁垒，覆盖进货、装车、卸车、出货、特殊

作业、场站作业等全部场景下的铁路货运生产作业

流程，实现了装卸工单电子化，保障了各作业环节

数据的完整性、准确性和可追溯性，使装卸统计作

业与财务清算的电子化作业成为可能。

本文基于货运管控平台作业数据，设计开发了

铁路装卸清算信息系统，减轻现场填记装卸作业单

和装卸数据统计与上报的作业量，提高现场作业效

率，保障数据的准确性和可追溯性，为后续审计提

供有力依据，为落实国铁集团“减员增效、节支降

耗”的有关要求提供技术支撑
