中国铁路运输调度指挥平台实践与深化研究

摘　要：随着信息技术的发展，新一代铁路运输调度系统应运而生。文章介绍中国铁路运输调度指

挥平台的建设原则和“1+3+N”应用体系；提出强化数据集中、业务集中、公共服务，以及继承发展、

分步实施的实施策略；阐明指挥平台具体实践内容，包括搭建平台门户、打造数据中台、构建业务中台、

研发客运调度应用等；指出该指挥平台建设的相关启示。研究结果对铁路运输调度指挥高质量发展具有

重要意义。

Practice and exploration of China railway transportation

dispatching and command platform

Abstract: With the development of information technology, a new generation of railway transportation dispatching

system has emerged. This paper introduced the construction principles and "1+3+N" application system of China's

railwaytransportationdispatchingandcommandplatform,andproposedimplementationstrategiestostrengthendata

centralization, business centralization, public services, as well as inheritance and development, and step-by-step

implementation.Itelaboratedonthespecificpracticalcontentofthiscommandplatform,includingbuildingaplatform

portal,creatingadatamiddleplatform,andbuildingabusinessmiddleplatform,anddevelopingpassengerdispatching

applications, etc., pointed out the relevant inspirations for the construction of the command platform. The research

resultsareofgreatsignificanceforthehigh-qualitydevelopmentofrailwaytransportationdispatchingandcommand.

铁路运输调度指挥是铁路运输组织的关键环节，

对于保障运输安全、组织客货运输、保证重点运输、

提高客货服务质量、完成生产经营任务、提高运输

企业效益具有重要作用

。调度指挥作为铁路日常运

输组织的中枢，通过调度计划编制，实现客货运需

求与运力资源的合理匹配，并在计划执行过程中进

行有效管控，通过执行情况反馈，进一步分析评价，

形成“需求感知—计划编制—过程控制—执行反馈

—分析评价”的闭环，具有面向运输生产全过程管

理的特点

。在这一过程中，调度指挥系统需要与

外部客货运、机车车辆、控制等专业进行信息交互，

感知客货运市场需求、生产资源运用情况、生产作

业动态等，同时在调度指挥系统内部，中国国家铁

路集团有限公司（简称：国铁集团）、铁路局集团

公司、运输站段三级调度通过计划下达与反馈进行

交互，各层级中各专业调度通过协同办公形成有效

的联动机制，编制高效可行的各专业调度计划

随着大数据、互联网、人工智能、超级计算等

新技术的发展，铁路运输调度涌现出业务与科技创

新融合的新需求，迫切需要推动建设集运输全要素

全过程动态感知、科学化精准化指挥决策、自适应

自动化作业管控、快速化高效化应急处置、精细化

差异化分析评估为一体的中国铁路运输调度指挥平

台（简称：指挥平台），以科技赋能调度现代化高

质量发展

。指挥平台的建设对于推进铁路运输调度

信息应用技术创新，推进运输调度管理系统统型，

进一步提升铁路运输调度指挥业务数字化、智能化


