背景
From 1989 to 2013, more than 11,000 wind turbines below MW with a total installed capacity of
about 8700 MW were installed in China.
在1989年至2013年间，中国在运MW级以下风电机组共计11,000余台，总装机约8700 MW。
Those turbines are generally faced with the dilemma of equipment aging, gradual reduction
of power generation efficiency, high failure rate, difficult parts supply, and high maintenance
cost.
1MW级别老机组普遍面临设备老化、发电效率逐渐降低，故障率高，零部件供应困难，维护
成本高的局面；
In 2021, the notice issued by the national energy administration clearly proposed to encourage the
owner to carry out the technical transformation and upgrading of wind less than 1.5MW through
technical transformation and replacement.
2021年初，国家能源局下发的《关于2021年风电、光伏发电开发建设有关事项的通知（征求意见
稿）》中明确提出，鼓励业主单位通过技改、置换等方式，开展单机容量小于1.5MW的风电机组技
改升级。
