错误原因：An attempt was made to set an INTERNAL password (for either DBA or OPER privilege), but the corresponding VMS account (either ORA_sid_DBA or ORA_sid_OPER) hasn't been created yet.
解决方法：Add a VMS account for ORA_sid_DBA and/or ORA_sid_OPER before trying to set a password for them.
