ACFS-10360：Failed to create system ruleset 'string'

错误原因：An attempt to create a ruleset with the specified name was rejected because the specified name was a system ruleset name. System rulesets get created as the result of some ACFS Security operations and cannot be explicitly created by the ACFS Security Administrator.
