错误描述：PKCS#11 library was loaded from legacy location
错误原因：When the database instance started, the Public-Key Cryptography Standard (PKCS) #11 library was discovered at the legacy location which is under /opt/oracle/extapi/64/hsm/. The switchover command was not supported because the PKCS#11 library was loaded from legacy location.
解决方法：Configure the PKCS11_LIBRARY_LOCATION and provision the library under /opt/oracle/extapi/64/pkcs11/ and restart the database.
