错误原因：The XML metadata file for the pluggable database being plugged in contained a database or national character set ID that was not valid for the container database. This can happen if the XML file is manually modified, if it is corrupted on disk, or if the set of supported character sets differs between the container database and the source database of the pluggable database because a user-defined character set has not been installed in the Oracle Home directory of the container database.
解决方法：If you have manually modified the XML metadata file of the pluggable database, restore the original file or re-create the pluggable database from its source database. Manual modifications of the XML file are not supported. If the pluggable database uses a user-defined character set, make sure the character set is installed in the Oracle Home directory of the container database. Otherwise, contact Oracle Support Services.
