错误描述：Failed to create database {0}
错误原因：An attempt to create Clusterware resources for the specified database failed. Either the request was issued by the wrong OS userid or a problem was detected inside Oracle Clusterware.
解决方法：Examine the accompanying error messages for details. Login in as the user of the Oracle Home to issue the command 'srvctl add database'.
