错误原因：Problem while constructing the full path for a file name because the path name to the file or the environment variables are incorrect. Files looked up include TNSNAMES.ORA, TNSNAV.ORA, INTCHG.ORA and the error files for the Navigator and Connection Manager.
解决方法：Check that all environment variables are defined correctly and that all configuration files exist in their correct places.
