错误描述：unable to get the active version
错误原因：The crsctl query failed because the active version could not be retrieved. Either the clusterware stack was down, or the user was not root (UNIX) or Administrator (WINDOWS).
解决方法：Bring up the clusterware stack or run the query as a privileged user.
