错误原因：An attempt to retrieve the configuration failed because the stack was down and permission to retrieve the cluster configuration with the stack down was denied.
解决方法：Run the query when the Oracle Clusterware stack is up or as a privileged user such as root (on UNIX) or administrator (on Windows).
