GAUSS-52907：Failed to cancel the cluster read-only mode”

解决方法：手动调用guc工具，命令为：gs_guc reload -Z coordinator -N all -I all -c “default_transaction_read_only=false”；gs_guc reload -Z datanode -N all -I all -c “default_transaction_read_only=false”，取消只读模式，重试。
