官方文档说的比较清楚：reload mode simply sends the postgres server process a SIGHUP signal, causing it to reread its configuration files (postgresql.conf, pg_hba.conf, etc.). This allows changing configuration-file options that do not require a full server restart to take effect.

只是加载配置文件，不影响实例。
使用“pg_ctl reload”命令或直接调用函数“pg_reload_conf()”时， 其本质都是发送SIGHUP命令给服务主进程。
